摘要
从污染物总量控制要求出发，研究了污染物集中治理的排污收费价格制订模型。
The characteristic of the waste treated
by a specialized factory is analyzed on the basis of controlling the amount of total pollutant. The
price model P=a+b Δ X/2 of pollution charge is proposed, where Δ X stands for the amount
of treating waste. The physical meanings and the estimating methods of the parameter a and b
are discussed in this model. Aimed at the economical behavior and the incentive mechanism, the
effectiveness of waste treatment in enterprises under change is tested by using this model.
