摘要
在对矿山应急救援体系进行深入研究的基础上,从预测预警、应急响应、现场救援、总结恢复4个方面对矿井灾害应急保障能力进行了详细分析,并构建了矿井灾害应急保障能力评价指标体系;利用层次分析法和多层次可拓评价法,建立矿井灾害应急保障能力评价物元模型,并进行了应用验证.结果表明,该方法不仅可以有效地结合定性和定量评价,消除因忽视指标权重而产生的误差,还可以细化风险等级,使评价结果更加客观,适用性更强.该方法可以在不同的区域内推广使用.
The four aspects of emergency response capability of mine disasters were analyzed in detail based on in-depth study to the mine emergency rescue system, including the forecasting and warning, the emergency response, the scene rescue, the summary, and the Index system for emergency response capability of mine disasters was constructed; With the AHP and the multi-level extension assessment, matter-element model for emergency response capability of mine disasters was established, and the application confirmation was carried on. The result indicated that this method could not only unify the qualitative evaluation and the quantitative evaluation effectively, eliminate the error which produces because of the neglect target weight, but also refine the risk rank to make the assessment results more objective and cause the serviceability to be stronger. This method could be spread and applied in different regions.
