摘要
风险社会需有防御制度,政府公共警告制度应运而生。我国公共警告制度尚未真正确立,建构该制度必须要明确公共警告的基本概念、制度宗旨,探求符合我国国情的公共警告制度构建模式和机构架设,建设公共警告制度的核心系统——风险信息系统,确立公共警告制度运行应遵循的基本原则。
When the society has entered the era of risk,the public warning system has appeared.The public warning system has not been established in China.For establishing China＇s public warning system,we must know its concept and objectives,look for establishing models of public warning systems and institutions meet the conditions of our country,build the key subsystems of public warning system-the risk information systems,establish the basic principles for the operation of public warning system.
