制约我国土地集中性流转的若干因素分析

Analysis on Several Factors Limited to Farmland Concentrative Circulation

目前制约全国土地大面积集中、快速发展适度规模经营土地的诸多因素表现为:现行土地使用制度正处于适宜期,缺乏普遍化的实行土地规模经营的民意诉求,农民对土地的依赖性非常强;农村剩余劳动力转移困难;推行适度规模经营土地与实现农民增收目标没有必然联系;规模经营土地能否成为一种稳定的农村职业、种田大户能否成长为职业农民有待观察;农民解决土地经营中问题形成了较为理性与有效的方法;农村固有的多种零散资源将无法充分利用;推行中可能会引发其他社会矛盾问题。

It is not good time for China to change existing farmland management mode into big farms in an appropriate scale, intensively and rapidly now. The reasons are as follows： the Chinese system of managing farmland is still suitable and being applied now; the desire of the peasants to change the present system of farmland management is not strong in most agricultural provinces; the peasants, in many rural areas, still depend on the traditional farming and they are not willing to part with their farming land; the surplus labors in most rural areas are hard to transfer into other firms if China manages agriculture land with big farms; It is doubtable whether to manage agriculture land with big farms would increase the peasants＇ income in the end; it is still disputed whether the farmers would take full advantage of the scattered resources in rural areas; and there will come up many other social problems with the change of the system.
