中国高碳产业低碳化转型产业政策路径探索

On Transition from High-carbon to Low-carbon Industry Growth in China

根据中科院发布的《2009年中国可持续发展战略报告》提出的我国发展低碳经济的战略目标,即到2020年,单位GDP的二氧化碳排放降低50%。为了实现这一目标,我国今后在使高碳产业低碳化转型过程中不仅将面临更多的挑战,而且探索高碳产业低碳化转型发展的路径,必须以产业结构、产业组织和产业技术政策为导向,塑造新的国家竞争优势和可持续发展的道路。

'2009 Report on China’s Sustainable Development Strategy',issued by Chinese Academy of Sciences,sets up a strategic goal for low-carbon economy growth in China:to reduce Unit GDP carbon dioxide emissions by 50 % by 2020.It is noted in the report that challenges and opportunities for a low carbon economy growth coexist in China,the largest developing country in the world.Since China is currently in the process of industrialization,heavy industry with high energy consumption and high carbon emission still occupies the primary position,which results in more challenges in the progress of transition from high-carbon to low-carbon industry growth.Therefore,it is necessary to explore the process of the said transition.This article aims at exploring the relevant approach with some recommendations on industrial policy making.
