苏南土地资源利用态势与可持续利用对策研究

Study on the State of Southern Jiangsu's Land Resource Utilization and the Countermeasures of Sustainable Land Use

苏南工业化、城市化不可逆转的趋势与土地资源不足的矛盾成为制约苏南经济社会可持续发展的重要因素。文章立足于苏南土地资源利用的态势,分析其土地利用中存在的问题,试图为苏南摆脱资源困境走可持续发展之路找出相应的对策:建立健全土地法律,加强土地制度建设;严格贯彻执行"耕地总量动态平衡";通过调整非农建设用地布局,进一步提高土地利用率。

The constraint between southern Jiangsu＇s irreversible trend of industrialization and urbanization and insufficient land resources has become an important factor to sustainable economic and social development in southern Jiangsu,This paper is based on the trend of land resources use in southern Jiangsu,analyzes the problems in land use,tries to find the corresponding countermeasures to help southern Jiangsu get rid of its difficulties in development,the methods as following：establish and improve the land laws,strengthen the building of the land system,to implement strictly the dynamic balance of cultivated land amount,by adjusting the layout of non-agricultural construction land to increase the land utilization rate.
