关于如何化解社区社会组织非法人化问题的思考——青岛市湛山社区邻里协会登记注册行动的启示

Reflections on the Solution to the Problem of Unincorporated Community Organizations:The Revelation of Zhanshan Neighborhood Associations' Registration

当前在我国社区社会组织中普遍存在着非法人化问题,这对社区社会组织的管理和组织发展带来了挑战,青岛市湛山社区邻里协会的登记注册行动给我们如何化解这一问题以启迪。分析其目的动机可知,登记注册对邻里协会、居民委员会、政府都是有利的。实施这一行动的宏观与微观环境是:政府创造良好的文化—认知和正式制度环境,邻里协会与居委会之间存在资源交换关系,社区体制内外精英充分发挥作用。当然,邻里协会也陷入后续发展的困境,如何从个案推广到普遍需要继续思考。

Currently,there lies an unincorporated problem of the Community organizations in China,and it is a challenge to the management and development of the community organizations,the registration of Zhanshan neighborhood associations may bring us some enlightenment to resolve this issue.After analyzing their motivation,we have come to know it is beneficial not only to the neighborhood associations themselves,but also to the community and the government.The macro and micro environments to carry out the registration include： the government creates a good culture-cognitive and formal institutional environment;there is an exchange between the neighborhood associations and the community;the elites within and outside the system can fully function.Of course,the neighborhood associations also face some difficulties in the process of development,how to extend the case to the general is what we should think further.
