经济水平与村庄精英:分析农村公共产品供给的“二维四分”框架——以江苏4村为例

Economic Level and Village Elite: An Analysis on Rural Public Product Supply in the Framework of "Four Models with Two Dimensions" :Based on a Case Study of 4 Villages in Jiangsu Province

中国农村的非均衡性决定了村庄公共产品供给的千差万别,因此必须借助模化研究才能把握农村公共产品供给的本质和机理。从经济水平和村庄精英两个维度,可以把村庄的公共产品供给划分为四种模型。我们选取江苏的4个行政村进行实证调查,结果显示:村庄的经济水平很大程度上决定着村庄公共产品的供给水平;村庄权力精英的不同,对农村公共产品的供给有着不同的影响;村庄在接应自上而下的相关政策和制度的同时与之将非正式规则结合,形成具体的公共产品供给机制;自发性供给是政府供给和市场供给外的有效补充。

The disequilibrium of China＇s rural village results in the multifarious status in the supply of public products.Therefore,the author believes that only with modeling study can the essence and mechanism of rural public product supply be better grasped.From the two dimensions of rural economic level and village elite,the rural public product supply can be divided into four models.We chose the four villages in Jiangsu Province for empirical survey and the results show that the supply of public goods is largely determined by the village economy,and that the village power elites count in the rural public goods supply.Public product supply mechanism is formed through the top-down acceptance of relevant policies and systems and the integration of such acceptance with informal or implicit rules.Spontaneous supply is an effective supplement to government supplies and market supplies.
