摘要
采用CVM法和相关计量模型研究了江苏省南京市、盐城市城市居民对耕地资源非市场价值的支付意愿及其影响因素。结果表明,南京市、盐城市样本居民年平均支付意愿分别为209.35元/户、162.79元/户;基于此支付意愿下的两市耕地非市场价值分别为19380.74元/公顷、3461.08元/公顷。计量模型回归结果表明,年龄、耕地非市场价值的认知等对两地区样本居民是否愿意付费都具有显著的相关性;而家庭月平均收入、受教育程度和对耕地非市场价值的认知则对两地样本居民的支付水平具有显著的相关性。从中可以得出简要的政策含义:(1)无论是静态还是动态地看,资源配置中耕地的非市场价值不可忽略,越是城市化水平高、经济发达的地区,耕地越是稀缺,耕地的非市场价值越高,越有必要将耕地非市场价值纳入资源配置决策,同时越有必要和可能建立耕地资源占用的生态补偿机制;(2)采取有效措施提高城市居民对耕地非市场价值的认知能显著提高居民的支付意愿;(3)提高居民家庭收入水平和支出能力则是提升居民对耕地非市场价值支付水平的关键。
The paper applies Contingent Valuation Method(CVM) and econometric model to the survey on urban residents' willingness to pay and its influencing factors for non-market value of cultivated land resource in Nanjing City and Yancheng City of Jiangsu Province.The result shows that sampled residents' average willingness to pay is 209.35 Yuan every household per year in Nanjing City and 162.79 Yuan in Yancheng City.Based on it,the non-market value of cultivated land resource is 19,380.74 Yuan/ha in Nanjing City and 3,461.08 Yuan/ha in Yancheng City.The Tobit and Truncated regression model result shows that the factors of age and cognition on non-market value of cultivated land have significant correlation to the willingness to pay in the two cities,while the factors of family income,education level and cognition on non-market value of cultivated land have significant correlation to the amount of willingness to pay in both cities.Accordingly,some policy suggestion has been offered,such as considering non-market value in land allocation decision,improving residents' perception on non-market value and increasing urban family income.
