在监狱工作中贯彻执行宽严相济政策,需要探索建立符合我国国情的以假释为主、减刑为辅的监狱刑罚执行制度。根据罪犯年龄、性别、主观恶性、人身危险性等差别,确定不同的适用假释时间期限和假释考验期限,降低减刑幅度,减少报请减刑裁定频率。通过制度创新,实现刑罚效益的最大化。

In prison work,when we implement the policy of tempering justice with mercy,we should explore a penalty execution system of taking parole as the main and commutation as the subsidiary.According to criminals＇ age,sex,subjective malignant,dangerousness,we determine different parole time limitation and test period,lower commutation range,decrease the frequency of reporting to commutation.Through system creation,we realize the maximization of penalty efficiency.
