An Analysis of the Innovations of Rural Cooperative Medical System

我国农村合作医疗在集体经济的背景下形成了低筹资标准、低运行成本、低保障水平等特点,使农村医疗服务具有广泛的可及性,适应了工业化起步阶段农村社会发展的要求。改革开放以后,传统农村合作医疗未能因时变革,进行制度创新,导致其难以适应社会主义市场经济的发展而逐渐走向衰落。当前,新型农村合作医疗方兴未艾,不断推动制度创新是其成败的关键。

In the background of collective economy,the Traditional Rural Cooperative Medical System（TRCMS） comes out the features,such as low standard of financing,low operational cost and low level of security,which has promoted the rapid improvement of health-care standards and adapted to the requirements of the development of the countryside at the biginning of the industralization.The positive innovation is the basis of the success of TRCMS,but ignoring the systematic innovation caused TRCMS not to adapt itself to the development of the socialist market economy and has declined since the reform and opening-up.It＇s important to promote the New-type rural cooperative medical system.
