电信业有违循环经济发展理念的不和谐现象主要有网络重复建设导致资源闲置浪费、能耗和污染物排放不断增加、废弃手机及电池回收不力等。循环经济显著的外部性和环境保护的公共性,获取效益的长期性和滞后性以及电信网络互联和全天候安全可靠运行的特殊要求,决定了政府监管电信业的必要性。政府部门应从制定网络设备环保标准,加强设备进网管理的源头入手,在推进电信基础设施共建共享、提高电信运营过程的节能减排效率、推动环保技术改造和新能源开发应用、促进废旧手机大规模回收利用等方面采取切实有效的管制措施,以促进电信业循环经济的持续有效发展。

In telecommunications sector, the phenomena which conflict the idea of cycling economy include the waste of resources as a result of repeated network construction , the increasing emission of pollution, and the discarded mobile phone and battery. Owing to the notable externality, the public characteristics, the long term and the lag of gaining revenue , the demand of the internet of telecommunications and the security operation all weather, it is necessary for government to regulate cycling economy. Beginning with the environmental protection standard of network equipment and the management of door by which equipment enters into the net, the relevant government departments should take effective measures to push forward joint construction and share of telecommunication infra- structure, improve the energy efficiency in the operation , carry forward environmental protection technology , de- velop new energy , give impetus to reclaim used mobile phones. So that , we can effectively promote cycling economy in telecommunications.
