在借鉴国际参与式预算经验的基础上,河南省焦作市基于现有的法律框架,进行了财政预算改革,成效卓著:通过建立公众参与的财政民主决策机制与"四权分离"的权力制衡机制,充分发挥了人大制度平台的作用,切实保障了公众的"知情权"、"参与权"和"监督权"及合法利益。焦作市以财政预算作为改革的切入点,深刻影响着基层民主与地方治理的发展,为我国基层民主建设提供了新视角。

Based on the law framework and the international experience of the participatory budget,Jiaozuo City in Henan Province reformed its financial budget and the result was outstanding.By establishing the mechanisms of democratic decision-making and ＂four powers＂ separation of power balancing,the reform gave full play to the role of the NPC system platform and safeguard the public＇s ＂right to know＂,＂right to participate＂,＂right to supervise＂ and their legitimate interests.Taking financial budget as the cut-in point,Jiaozuo Model exerts a profound influence on the development of grass-roots democracy and local governance and provides a new perspective for the construction of democracy in China.
