It is necessary and feasible for the public to participate in the construction of the ＂two-oriented society＂ in Changsha,Zhuzhou and Xiangtan.Namely,it is an inevitable requirement of democracy and rule of law in the environmental administration;it is an necessary impetus to achieve sustainable development of the city cluster of Changsha,Zhuzhou and Xiangtan;it is the only road to reduce ＂production-type pollution＂ and ＂life-type pollution＂ of the city cluster of Changsha,Zhuzhou and Xiangtan.Besides,public participation in the construction of ＂two-oriented society＂ in Changsha,Zhuzhou and Xiangtan has legal and realistic basis.
