On the Interests Subjects Behind the Science and Technology Policy——A Case of Embryonic Stem Cell Research in the USA

科技政策体现了不同集团的利益差别,由于不同的利益主体之间的竞争、权衡和妥协,科技政策必然成为它们利益博弈和协调的产物。本文以美国胚胎干细胞研究的政策演变为例,探讨了政策演变背后三个重要利益主体(国家、政党和民众)的利益诉求状况,特别对民众主体在科技政策制定中缺乏话语权的问题进行了反思。

Science and technology policy represents different interests among different groups.
