两型社会建设中的长株潭低碳城市群发展对策研究

A Strategic Study on the Development of Changsha-Zhuzhou-Xiangtan Low-carbon Urban Agglomeration in Constructing the Energy-saving and Eco-friendly Society

加快长株潭城市群的两型社会建设,关键在于建设低碳城市群,促进节能减排,保持能源消耗和碳排放处于较低水平,构建低碳化的城市群落生态体系。长株潭低碳城市群建设机遇与挑战并存,区位、资源、人才、科技等优势和基础条件为其发展提供了良好机遇,而重化工产业结构、资源消耗、环境污染等问题提出了挑战。基于两型社会建设要求,长株潭低碳城市群建设需要加强低碳技术创新、低碳产业布局、低碳能源开发与利用、低碳消费与营销等。

The key issues of speeding up the construction of an energy-saving and ecofriendly Changsha-Zhuzhou-Xiangtan metropolis is to build a low-carbon urban agglomeration,to promote energy conservation,and to keep energy consumption and carbon emissions at a low level.Opportunities and challenges coexist in this process.Location,resources,talents,science and technology,and infrastructure conditions provide a good opportunity for development,while the issues of heavy chemical industrial structure,resource consumption and environmental pollution are the challenges.Based on the requirement of building an energysaving and eco-friendly society,the construction of Changsha-Zhuzhou-Xiangtan low-carbon urban agglomeration shall strengthen the innovation of low-carbon technology,low-carbon industrial distribution,the utilization of low-carbon energy and the development of low-carbon consumption and marketing.
