This article describes the significance of the ＂Three Systems＂ in the development of archiving work. From the theoretical point of view, it describes the relationship between the ＂Three Systems＂ and former archival science theory. In the end, the author points out that we should take care of the relationship among the history, reality and future needs of archival theory and practice when constructing the ＂Three Systems＂.
