Ti Ben is a very important up-bound document that chancellors report government affairs to the emperor in the Ming and Qing dynasties. The documents are of great value because of their recorded contents are completely plentiful. This paper first introduces the creation and development process of Ti Ben, afterwards, it makes a systematical study of handling and operating process of this kind of document.
