Globalization and International Political Economy:Beyond "Paradigmatic Debates"?

国际政治经济学在过去40年的发展历程中,一直围绕着两个既相互关联又各自独立的领域展开研究:一个是国内政治和国际政治经济之间相互作用的研究,另一个是国际体系的研究。基于在这两个领域中具体研究议题的设定和分析性工具的使用,我们可以将研究国际政治经济学的学者们划分为"两代":20世纪70-80年代的学者为"第一代",其核心任务是为寻求解释政治和经济的关联性而进行"范式"争论;而90年代以来的学者为"第二代",其核心工作是通过使用分析性工具使问题领域的核心概念和范畴具有可检验性。作者通过对国际政治经济学在国内政治和国际经济相互作用以及国际体系这两个领域中的核心概念和具体研究议题的变化进行总结,力图回答如下两个相互关联的核心问题:一是基于"全球化"而设定具体研究议题的"第二代"学者是如何逐渐超越围绕"美国霸权衰退"而设定具体研究议题的"第一代"学者的;二是分析性工具的引入如何使得国际政治经济学的核心概念和范畴在具体的问题领域中具有可检验性和可操作性。

In the past four decades,IPE has evolved two related though distinctive sites for research:the interactions between domestic politics and international political economy,and the international system.In term of research agenda and approaches,IPE scholars since 1970s could be divided into two generations,the first generation refer to those in 1970s and 1980s who mainly seek different paradigms to interpret the linkages between politics and economy,and the second generation include those after 1990s who accept and make use of analytical tools to make key concepts of issue domains verifiable and operational.By survey of key concepts and research agenda regarding the interactions between domestic politics and international political economy and the international system,the author tries to answer the following two questions:first,how the second generation IPE scholars centered on globalization go beyond the first generation based on 'the decline of American hegemony' to dominate the research agenda of IPE;how analytical tools such as formal models and game theory make key concepts of IPE in these two domains verifiable and operational.
