从外向型经济向开放型经济模式转型——后危机时代经济特区的发展之路

On Transition from Export-Oriented Economy to Opening Economy

由美国次贷危机引发的金融危机对中国实体经济形成了冲击,以外向型经济为基本特征的部分沿海地区,特别是我国首批创办的经济特区更是受到深度影响。随着全球经济进入后危机时代,发展环境将发生更深刻的变化,经济特区应该抓住时机,由外向型经济模式向开放型经济模式转型,以贸易投资自由化为导向,与国际经贸规则全面接轨,在制度安排上实现贸易、金融、投资、运输"四大自由"。

Financial tsunami triggered by sub-prime crisis in US has a big impact on the material economic sectors in China and the coastal exportoriented economies,especially so to the special economic zones.In this post-crisis times the growth environment will undergo fundamental changes and the SEZs should seize this opportunity for the transition from the export-oriented economy to opening economy,with the trade and investment liberalization as a guide to accept international economic and trade practices,for the four liberalizations in trade,investment,finance and logistics.
