摘要
西北区域的风电产业在近几年得到快速发展,未来还将加速发展。针对调研情况,总结了影响西北区域风电产业发展的几个问题,如法律法规和政策落实不到位、可再生能源补贴配额交易滞后、新的税收政策的支持力度减弱等,从完善法律法规、缩短可再生能源配额交易周期、进一步增强可再生能源发展的财税支持力度、建立合理有效的风电上网定价机制等方面提出建议。
The wind power industry in the Northwest China has witnessed fast development in recent years, and this situation will continue in the future. A probe is made on some issues affecting the power wind development in Northwest China, such as the insufficient implementation of related laws and policies, the slowness of renewable energy subsidy quota trade and the diminished support of new taxation policies. And some suggestions are proposed on perfecting relevant laws and regulations, shortening the period of renewable energy quota trade, enhancing the financial and taxation support for renewable energy development, and establishing a reasonable on-grid tariff mechanism for the wind power.
