摘要
节能减排是促进我国经济发展方式转变,实现可持续发展的必由之路。浙江电网提出了通过有序调停燃煤机组实现电力节能减排的新理念,其核心是按照一定的原则通过有序地调停燃煤机组,提高系统运行负荷率水平来降低系统煤耗。有序调停的问题的本质是一种中短期节能发电调度的模式。论述有序调停的启动条件,给出有序调停具体的决策过程,并从多个角度对比和分析有序调停和日前节能发电调度的异同。同时,研究了有序调停的效益评估方法,整体上分解为"以大代小"效益和"负荷率上升"效益,定量推导了各个效益的计算方法,并根据浙江电网的实际数据进行了测试,进一步揭示有序调停的物理本质,为更好地组织有序调停工作提供重要的决策基础。
Energy conservation and emission-reduction is the only way to accelerate transformation of the mode of economic development and to achieve sustainable development.Thermal Unit Cyclic Operation(TUCO) was proposed by Zhejiang power grid to reduce system coal consumption,which is realized by shutting down thermal unit cyclically to raise load rate in accordance with certain principles.This paper studied the key issues of TUCO and indicated that TUCO belongs to the area of mid-short energy conservation dispatching.The starting conditions and strategy of TUCO was given.Comparison of daily energy conservation based dispatching and TUCO was analyzed through various aspects.Benefit assessment of TUCO was proposed,which divides the benefit into load benefit and exchange benefit.A case based on real data of Zhejiang power grid was studied to testify the proposed benefit assessment.The physical meaning of TUCO was indicated and an important basis was provided for TUCO.
