中国循环经济政策的动因、演进、特点与评价

The Motivation,Evolution,Characteristics and Evaluation of Circular Economy in China

伴随着经济持续快速增长,我国资源与环境问题日渐突出。循环经济作为一种新的经济发展模式,已成为我国缓解资源紧缺、解决环境污染、保持经济社会可持续发展的有效途径。本文对我国循环经济政策制定的动因和演进过程进行分析,在梳理现有政策的基础上,从政策重点、政策范围、政策手段等方面归纳出我国循环经济政策的特点,并通过分析国际社会对我国循环经济政策的评价,对中国循环经济政策的发展趋势进行展望。

With sustained and rapid economic growth, China＇s resources and environment problem have become increasingly prominent. Circular economy as a new economic development model has become the effective way to ease off resource shortages, environmental pollution and maintain sustainable economic and social development. This article analyzed the motivation and evolution of circular economic policy in China, and on the basis of combing existing policies, it summarized the characteristics of China＇s circular economic policy from the viewpoints of policy focus, policy areas, policy instruments and so on. Finally, it analyzed the international community＇s assessment on China＇s circular economic policy and prospected its further development trend.
