省级水行政主管部门地下水保护能力评估指标与方法研究

Evaluation index and method of groundwater protection ability for provincial administrative department of water resources

地下水保护是水行政主管部门的重要工作。在分析地下水保护能力评估内涵的基础上,建立了一套适合我国国情的地下水保护能力评估指标体系,并采用层次分析法和专家打分法相结合的方法计算了各指标的权重,提出了基于"接近目标"法和满意度评估法的地下水保护能力综合评估方法,为我国各省级水行政主管部门的地下水保护能力提供了量化考核的依据。

Groundwater protection is an important task of the water administrative department.Based on the analysis of groundwater protection ability contents,the evaluation index system of groundwater protection ability which is suitable for China＇s national conditions is built up.The index weight is calculated by analytic hierarchy process and expert evaluating method.Also the Proximity-to-Target Method and the Satisfaction Index Evaluation Method are proposed to get the assessment result.This is a basis of quantitative assessment of groundwater protection ability for provincial water administrative department.
