卫生公共产品资源配置公平性研究——以湖南省14个市(州)卫生资源配置为例

A Study on the Equity of Medical Public Goods Resources Allocation Taking Hunan Province for Example

卫生资源的公平配置是中共中央国务院关于深化医改意见的指导思想,是贯彻落实科学发展观、构建和谐社会的重要内容之一。本文运用洛伦茨曲线、基尼系数和泰尔指数对湖南省卫生资源配置的公平程度进行分析,发现湖南省十四个地区各类卫生资源的公平性基尼系数及泰尔指数的测度结果显示卫生资源主要是按人口分布配置的,而按地域面积配置相对人口分布来说公平性有所降低。长株潭等经济发达地区资源配置较多,怀化、邵阳、郴州和湘西等边远的欠发达地区各项卫生资源配置相对较少,卫生资源可得性差。从四种卫生资源配置情况来看,医疗机构数存在一定的不公平,其次是床位数、卫技人员数,医疗卫生财政支出较为公平。

The fair allocation of health resources is the CPC Central Committee State Council on Deepening the Reform of Medical Insurance guiding opinion,is to implement the scientific concept of development,an important part of building a harmonious society and one,In this paper,Lorenz curve,Gini coefficient and the Theil index in Hunan Province fairness of health resource allocation analysis found 14 regions in Hunan various health resources and the fairness of the Gini coefficient Theil Index highly consistent results,the main health resource allocation according to population distribution,while the area is the relative configuration population distribution for equity decreased,Tan and other economically developed regions with more resources,Huaihua,Shaoyang,and western Hunan Chenzhou remote underdeveloped areas such as the relatively small allocation of health resources,health resources allocation from the four situation,there is a certain number of medical institutions is not fair,followed by the number of beds,number of health technicians,health care expenditures more equitable
