2008～2010年,盐城市组织实施了农业资源开发"跨越工程"。"跨越工程"以现代农业为主攻方向,以农业综合开发项目为载体,着力建设高标准农田、农业开发示范园区、高效农业基地、扶持龙头企业和农民专业合作组织,有力地推进了盐城市现代农业发展,促进了农业增效和农民增收。"跨越工程"建设的另一个重要意义在于将农业综合开发项目打造成为政府支持农业发展的重要平台,探索出了一套政府支农项目实施精细化管理的有效办法和成功路径。

During 2008 to 2010, Yancheng organized and implemented agricultural resources development ＂Crossing projects.＂ ＂Crossing Project＂ takes modern agriculture as the main direction and set agricultural development projects as the carrier, focusing on building the high standards of farmland, demonstration garden of agricultural development, efficient agricultural base, to support leading enterprises and farmers＇ specialized cooperative organizations, which effectively promoted Yancheng modern agri- cultural development, agricultural efficiency and rural incomes. Another important significance of ＂Crossing Project＂ construction is to build agricultural development projects into an important platform for government supporting agricultural development, and explore the success path of effective way of sophisticated management of government support for agriculture.
