环鄱阳湖城市群等级规模结构研究

Research on the Scale Structure of the Central Poyang Lake City Group

目前环鄱阳湖城市群等级规模结构现状不容乐观,存在不少问题。主要有:首位城市南昌垄断性相对较强、中等城市数量偏少,小城市数目较多、规模小实力弱,城镇体系存在严重断层等。为此,我们建议环鄱阳湖城市群在"十二五"建设规划中采取优化措施,进一步强化首位城市南昌的建设,提高南昌对周围城镇的辐射、拉动作用;加快区内中等城市九江、上饶等的发展,创造一两个大城市,弥补城镇体系中间断层;利用生态区位错位竞争原理,促进城镇间的协调发展;加大小城镇的投资和建设力度,改善小城镇发展环境,弥补中等城市过少、辐射能力不强的缺陷;建立协调机构,统筹各城市间的协调发展,使环鄱阳湖城市群的等级规模结构更加合理。

The current scale structure of the central Poyang Lake City group is not desirable,some major problems being that the central city of Nanchang maintains a strong monopoly position while the small cities far outnumber the medium-sized ones.Thus,we suggest that during the 12th Five-Year Plan period measures should be adopted in the central Poyang Lake City group to optimize and enhance the development of Nanchang and increase its radiating influence to stimulate the growth of the surrounding cities and to speed up the development of medium cities like Jiujiang,Shangrao to create one or two large cities to make up for the,intermediate fault in the urban structure and that the principle of dislocation competition be applied to promote the balanced development between cities and the townships and that more efforts be made to increase the investment in building small towns and improving their environment to address the problems of few medium cities and weak radiating power and that coordination agencies be set up to plan and monitor the coordinated development of various cities so as to create more reasonable scale structure of the central Poyang Lake City group.
