养老金制度改革的国际经验

International Experience of Pension Reform

通过对世界各国应对人口老龄化趋势的养老保险制度改革的分析,发现各国所采取的改革措施主要有两种:制度创新和参数调整。通过制度创新,优化制度环境,增强养老保险基金的抗风险能力;通过参数调整,改变收支结构,缓解基金支出压力。这些国际经验对我国养老保险制度改革有重要借鉴价值。

By analyzing the pension reform around the world in response to the population aging trends,we found that there are mainly two kinds of reform,i.e.institutional innovation and parameter adjustment.Through the former measure,the environment of pension system can be optimized,and the anti-risk ability of pension fund can be enhanced;through the latter measure,the balance of pension fund will be changed and the pressure of expenditure on the fund will be eased.These international experiences have important reference value for the pension system reform in China.
