国内外CDM项目开发现状和典型问题分析

Introduction to CDM Project Development both Abroad and in China and Analysis to its Typical Cases

本文扼要介绍了国内外CDM项目开发现状的最新统计,重点分析了中国经EB注册的CDM项目无论在项目数量、年减排量方面、实际签发的CERs都居世界前列的状况以及优先领域项目类型的健康发展。同时指出了CDM项目审批过程中存在的风险和值得关注和改进的问题。本文结合CDMEB近期的各项指导意见,重点讨论了CDM项目的额外性论证问题,分析了额外性论证各种常见典型案例,对相关方法学和额外性论证工具提供了深入浅出的解读。

The latest situations regarding the CDM project development both abroad and in China are presented briefly based on the newest official statistics from UNFCCC and China＇s DNA. It is emphasized that in terms of either the number of the CDM-EB registered CDM projects or their estimated annual GHG emission reductions of the same, as well as the cumulated CERs issued by the CDM-EB, China stands at the front rank of the world. It is also pointed out that the CDM projects with category being within the national priority fields are developed healthily~ On the other hand, the existing uncertainties and risks in the process of the proposed CDM project approval are indicated, and the associated issues worthwhile to be concerned and improved are discussed. In line with the recent CDM-EB guidelines, the issues relating to the additionality demonstration for CDM projects are discussed particularly in combination with several common and typical cases with a view to provide a deep and understandable explanation on the relevant approved CDM methodologies and tools as well as their application in the CDM additionality assessment.
