城市雨水减排管制与经济激励政策的思考

Thinking about Urban Stormwater Discharge Reduction and Economic Incentive Policy

要彻底解决城市雨水的相关问题,除了工程技术手段之外,非技术手段也非常重要,它是技术手段得以实施的根本保障。国内外许多国家开始致力于科学雨水管理的研究,大量雨水管理政策涌现。在对美国、英国、德国、日本等国家的主要雨水管理政策进行比较的基础上,提出了我国城市雨水减排管制与经济激励的政策建议。

Besides the technical means, the non-technical means are very important to entirely solve the problems concerning urban stormwater. The non-technical means are a fundamental guarantee for implementation of the technical means. Many countries have engaged in the research on scientific stormwater management, and a lot of stormwater management policies appear. Based on the comparison among the stormwater management policies in United States, Great Britain, Germany and Japan, the sug- gestions on urban stormwater discharge reduction and economic incentive policy in China are made.
