区域性义务教育学业质量监测制度建立过程中应注意的若干理论问题 被引量:1

摘要 建立区域性学业质量监测制度是推进我国义务教育质量提升的重要保障。要完善这一制度,应澄清各种理论问题,即认识建立区域性学业质量监测制度的必要性和目的;科学阐释检测制度、报告制度、问责制度和反馈制度等区域性学业质量监测制度内涵;洞察发挥区域性学业质量监测制度的作用的前提是厘清谁是区域性学业质量监测的主体,明晰国家与地方等利害相关者的权力和责任以及学业质量监测工具的开发要忠实课程标准的基本要求等。 To ensure the quality of Compulsory Education in China, regional monitoring system for students' achievement should he established. This paper outlines some theoretical issues, such as the necessity and the purpose of establishing this system. The author thinks that this system should include test, report, accountability and feedback sub-systems. Three important issues are clarified in this paper. Firstly, the subject of this system should be confirmed. Secondly, the right and responsibility of the country and regions should be clear. Thirdly, the achievement tests should be aligned with the curriculum standards.
