民主革命时期中共延揽和优待科技人才政策的历史考察

A Historical Investigation of the CPC's Policies of Recruiting Scientific and Technological Personnel and Giving Them Preferential Treatment during the Democratic Revolution

民主革命时期,中共十分重视延揽和优待科技人才。早在土地革命时期,苏区就发布了相关政策,但还不完整,具有一定的临时性;抗战时期,这一政策走向成熟,形成一个具有丰富内容的系统;解放战争时期,这一政策得到进一步丰富和发展,同时也变得更为稳固、深刻和具有针对性。中共的科技人才政策成效显著,意义重大,为民主革命的胜利和新中国的经济建设奠定了人才基础。

In the period of democratic revolution, the CPC attached great importance to recruiting scientific and technological talents and giving them preferential treatment. As early as in the Agrarian Revolution War, the Soviet area adopted policies in this regard, but they were not yet complete and temporary in nature. In the period of the War of Resistance against Japanese Aggression more mature policies were issued and a system with rich con- tents came into being. During the War of Liberation, these policies were further enriched and developed and be- came more stable, profound and relevant. The Party＇ s policies on technical personnel achieved remarkable results and were highly significant, laying a solid foundation of human resources for the victory of the democratic revolution and New China＇ s economic construction.
