国家图书馆的著作权管理

在数字环境下,图书馆面临着更复杂的著作权问题。国家图书馆在著作权管理方面开展了诸如参与国家立法与行业规则制定、建章立制、组建专门管理队伍、进行课题研究、加强宣传与培训等工作,但目前还存在着如下问题:现有法律无法一时突破,读者需求无法充分满足;授权核准的质量难保;权利元数据标准的研究需要进一步推进。基于制度建设和业务实践加强著作权管理的几点建议与对策,对解决以上问题有一定的借鉴意义。

In the digital environment, libraries face more complex copyright issues. National Library of China develops copyright management work such as participating in formulating legislative process and industry rules, establishing regulation and strengthening management, establishing specialized management team, researching interrelated subjects, intensifying propaganda and training, and so on, but there are some difficulties at present, such as existing laws lack of breakthrough can＇t meet readers fully; the quality of authorization aren＇t ensured, rights metadata standard need further researches.To strengthen copyright management development, proposals and countermeasures based on institution construction and work practices are beneficial to solve above problems.
