构建科学的城市基本医疗服务补偿机制,目的在于保障基本医疗服务的有效社会供给。我国地域辽阔,人口众多,社会医疗保障制度尚不完善,医疗资源总体不足且配置不均衡,城市看病就医矛盾突出,这使得构建科学补偿机制更为必要且重要。科学补偿机制应当是富有效率价值的有利于实现医疗资源公平配置、供给优化与合理利用目标的补偿机制。

The purpose of constructing scientific compensation mechanism of basic medical service in urban areas is to guarantee the efficient supply of basic medical service to the society.We have a vast territory with large population.However,the security system of social healthcare has not been perfect,medical resources are generally not adequate and the allocation is unbalanced.The contradiction of seeking medical care in cities is outstanding,which makes the construction of scientific compensation mechanism more necessary and important.Scientific compensation mechanism should be the one which is rich in efficiency value,in favor of the fair allocation of medical resources,the optimized supply and reasonable application.
