European Security Problems:Security Governance in the New Century

欧洲安全与全球安全息息相关,两次世界大战均起源于欧洲,欧洲成为20世纪世界战争的策源地,也是20世纪国际政治势力冷战对峙的主要战场。冷战结束后,欧洲出现了许多新的安全问题。如恐怖主义、大规模杀伤性武器扩散、网络攻击、气候变化等。面对新的挑战,安全治理概念为深入分析欧洲安全提供了较好的方法。运用安全治理的理论重点研究欧洲安全的制度性安排,分析欧洲的主要区域性组织(北约、欧盟、欧洲安全与合作组织等)的安全治理功能以及它们与安全威胁的相关性,指出美欧俄安全关系调整对欧洲安全治理乃至全球安全治理的重要意义,强调国家行为体在欧洲安全治理中的基础性作用,以及欧洲安全治理从国家行为体为主向非国家行为体为主转化的趋势,特别是新世纪面对国际形势发展不确定性的挑战,坚持在多边主义合作基础上解决冲突、安全和发展的问题,成为欧洲安全治理的主题。

European Security is a part of global security,there are closely connections both sides.World WarⅠand World WarⅡoriginated from the Europe last century,also Cold War.A lot of new security problems have emerged,such as terrorism,cyber attack,proliferation of weapons of mass destruction,climate change and so on,since the end of Cold War in the Europe.Meeting ongoing challenges,Concept of Security Governance has widely been concentrated on analyzing the institutions that guarded Europe＇s security,examining the correlations of European Security between Nation-state Actors and Nonstate Actors,finding the security＇s functions of the EU,NATO and OSCE,dealing with new threats to come in Europe or global,through adjusting relations of EU,European states,USA and Russia.The focus moves towards the processes of security governance from Nation-state Actors to Nonstate Actors as these based on Nation-states in the Europe.Face to uncertainly changes of international situation in the New Century,Security Governance＇s main issue is to respond to conflict,security,development by keeping with basis of multilateral cooperation in Europe.
