我国交通影响分析管理制度研究

由于种种原因,我国交通影响分析制度目前尚存在各种管理上的问题。为了使交通影响分析不断适应日趋复杂的城市交通及土地使用系统,真正发挥其作用,本文对我国交通影响分析的管理制度进行了探讨,提出应建立:交通影响分析资质管理制度,包括市场准入制度和招投标制度;交通影响分析报告评议和审查管理制度,包括报告的评议和审查程序、编制技术标准和审查标准、评议和审查主体;建设项目落实交通影响分析报告的监督管理制度;交通影响分析的时效管理制度;交通影响后评价管理制度。

To make the traffic impact analysis adapt to the increasingly complicated urban transport and land use system and fully exert its function,this paper examines the administration system of traffic impact analysis in China and proposes that some administration systems should be set up including qualification administration system which includes market admittance system and bidding system,evaluation and examination administration system of traffic impact analysis report which includes the appraisal and examination procedures,technical standard for compilation,standard of evaluation and examination,supervision and administration system for development project to carry out the traffic impact analysis report,time-efficiency management system,postevaluation administration system etc.
