江苏人口出生缺陷现状及科学干预对策研究

Study on the Birth Defects Status and the Scientific Intervention Strategies in Jiangsu Province

采用文献研究法分析江苏省出生缺陷发生现状和发展趋势,结合典型案例对江苏省出生缺陷干预措施和实施效果进行管理学诊断。研究结果显示,近年来江苏省出生缺陷发生率低于全国平均水平,但目前的出生缺陷干预模式缺乏有效的部门间协调机制和科学指导,缺乏稳步推进的长效机制,存在资源不足和服务能力缺乏等问题。据此,需要进一步加强全民健康教育和健康促进,建立省级高层协调和多部门合作的长效运行机制,突出重点干预领域,进一步完善出生缺陷监测系统,提高出生缺陷干预服务机构和人员的技术水平。

This paper analyzes the current situation and development trend of birth defects in Jiangsu province based on literature review, with a case study method focused on birth defects intervention and management diagnosis. The results show that the birth defect incidence rate in Jiangsu is below the national average in recent years, but the current birth defects intervention model reveals lack of effective guidance and coordination mechanism between departments, lack of long - effect operation mechanism, lack of service resources and service capacities. The health education and health promotion are needed to be strengthened. A long -term cooperation mechanism at provincial level should be established for further improving the birth defects monitoring system and improving the capacities of the service personnel and institutions.
