摘要
文章讨论了基于成本控制管理理念的车辆管理信息的设计与实现,以川东钻探公司车队应用情况从成本控制效益、调度效益、安全风险控制效益、完善车辆资产管理及提高市场竞争力等五个方面分析了软件的应用效益。指出只有细化了各项工作,才能切实节约支出,控制成本。先进的计算机管理系统的研发,技术创新为车辆成本控制体系管理提供了一个平台,系统全面的静动态数据管理为车队对车辆运行、单车成本、人员管理和质量四大要素进行了优化与协调提供了技术保障,借助于先进的计算机手段,技术创新为管理助力,挖潜节能已初见成效,根据车队统计数据表明,比如:2009年上半年单车每公里维修成本为0.54元/km,比2008同期下降0.03元/km。2009年上半年车队的运行车辆完好率平均保持在98%以上,比2008年高出近3%。
It is expounded herein how to design and realize vehicle management system based on the concept of cost control and management.Taking as example the fleet affiliated to Chuandong Drilling Company of CNPC Chuanqing Drilling Engineering Company.,the benefits of this software are assessed in terms of cost control benefits,scheduling benefits,safety-risk control benefits,perfecting vehicle assets management and improving market competitiveness.It is concluded that only by detailing all kinds of work can expenditures be curtailed and costs controlled.Research and development of advanced computer management system and technical innovation have supported the management of the vehicle cost control system.The systematic and all-around static/dynamic data management ensures technologically the optimization and coordination of the four elements of the fleet,namely vehicle operation,unit cost of vehicles,personnel management and quality.With the help of advanced computer facilities,achievements have been made in tapping potential and saving energy by means of technical innovation.According to the statistics,the maintenance cost per vehicle in the first half of 2009 was RMB 0.54/km,which was RMB 0.03/km lower than that in the same period of 2008.The availability of operating vehicles in the first half of 2009 averaged above 98,which was nearly 3% higher than that in the same period of 2008.
