行政区划对区域旅游发展的影响及对策研究——以湖北省大洪山风景区为例

Effect of Administrative Divisions on the Development of Regional Tourism——The Case of Hongshan Scenic Area in Hubei Province

在旅游资源开发过程中,尤其是在自然旅游资源分属多个行政区的情况下,行政区划对于资源的开发发挥着关键性作用。据实地调研,湖北省大洪山风景区地跨三个县级行政单位,分属两个地级行政单位。从该景区发展实践看,行政区划因素制约了景区发展,同时,企业加入景区开发进一步使利益矛盾复杂化。为促进行政区边界共生旅游资源的合理有效开发,应当在充分考虑行政区划因素的前提下,通过地方政府间合作,构建地方政府间横向关系的协调机制,促进区域旅游合作,打造无障碍旅游大市场。

Especially for natural tourism resource belongs to more than one region,administrative divisions play a pivotal role in the development of tourism resource.This paper selects the case of Hongshan scenic area in Hubei Province,which belongs to three county administrative units.The case shows us that administrative districts restricted the development of scenic spot.Enterprises involved in the development,making the situation worse.Therefore,we should fully consider the impact of administrative divisions.With the cooperation among local governments,we will construct the coordinated mechanism and promote the regional tourism cooperation.
