乡村民主建设的文化羁绊及对策

The Culture Fetters and Countermeasures of the Rural Democratic Construction

改革开放以来,我国乡村民主建设取得了巨大成绩,但也存在不少问题,诸如民主意识还不够高、程序操作不够规范、法治意识普遍不强、经济管理不够民主等。究其原因,无疑是错综复杂的,而从文化的视角考察,主要有消极"亚文化"沉渣泛起、乡民"原子化"意识抬头、乡村封建伦理的流毒和影响、村民骨子里的自卑心理等因素的存在和交织。因此,要进一步促进乡村民主政治建设,就必须大力加强社会主义道德观宣传,切实加强乡村法治建设,努力发展乡村教育和福利事业,挖掘、汲取乡村习俗精华,适时转变乡镇政府职能,充分发挥乡村人才的积极作用,等等。

Since the reform and opening up,China＇s rural democratic construction has made great achievements,but there are also many problems,such as the democratic consciousness is not high enough,the program operation is not standard,the low consciousness of the rule of law and the economic management is not democratic,and so on.To investigate its reason,it is very complicated.But to investigate from the perspective of culture,the reason may be that negative ＂sub-cultures＂ dregs of society floating up again,the rise of ＂atoms＂ consciousness among the villagers,the pernicious influence of feudal ethics in the country and inferiority mentality deep in the villagers,which existet and interweaved.Therefore,to promote democratic political construction in the country we should publicize socialist morality,to strengthen the construction of rule of law,to develop rural rural education and welfare,to mine absorb the essence of rural custom,to transform the functions of township government and bring into full play the rural,etc.
