通过分析吉林省四平市节水型社会制度体系现状和存在问题,按照制度的性质和管理要求、法律法规层级两种角度设计节水型社会制度体系框架,并结合四平市实际,构建了一套完善的四平市节水型社会制度建设框架,以期为提高四平市水资源利用效率,推进节水型社会建设,实现经济社会可持续发展提供重要保障。

Based on the analysis of the status quo and problems in the system of water-saving society in Siping City,a framework for the system water-saving society was designed according to its inherent and management requirements and the hierarchy of laws and rules. Combined with the practices in Siping City,a set of complete framework for the system of water-saving society in Siping City was established. It would provide an important basis for improving the utilization of water resources,promoting the establishment of water-saving society and realizing the sustainable development of economic society in Siping City.
