摘要
以三门峡工程为例,对其项目决策失误原因进行分析和总结,认为主要原因是项目投资决策程序过于简单、决策过程盲目、决策的组织结构单一、决策的法制环境不完善等,在系统工程方法论的基础上,针对这些原因从系统的角度提出了构建重大工程项目决策机制的相关建议,如建立科学的决策程序体系、建立合理的项目决策支持体系、加强决策法制环境建设等。
The causes for improper decision-making of Sanmenxia Hydroproject were analyzed and summarized. They mainly included the following aspects:too simple procedure,blind process,unitary organizational structure and imperfect legal environment of project investment decision-making. Based on the systems engineering methodology,the relevant suggestions on the establishment of the decision-making mechanism of important projects were proposed from the viewpoint of system with regard to the above causes,such as establishment of scientific decision-making procedure system,establishment of rational project decision-making support system and improvement of legal environment of decision-making.
