Concerning the time of the emergence of the privileged stratum in the Communist Party of Soviet Union,there are three versions in the academic circle in China,namely,'Emergence during Stalin's reign','Emergence during Khrushchev's reign' ,and 'Emergence during Brezhnev's reign'.Through a large number of historical evidences,the author of this thesis persuasively and creditably elaborates the 'Emergence-during-Stalin's-reign' version.
