通过对河北省承德市贫困农村地区农村居民的调查走访,掌握了贫困农村地区的"三农"现状。结合贫困农村地区的金融现状,提出了设立农村信用担保机构、构建农村信用担保体系的建议,以期在农村金融组织和农户之间搭起一座桥梁,有效改善当地"三农"问题。

By diagnoses and interviews of the rural population of depressed area in Chengde,Hebei province,the article takes the reins of the actuality of ＂three-nong＂ in depressed rural area.Combining with the financial actuality of the depressed rural area,the article brings out some recommendations to set up the rural credit hypothecate organ and construct the system of the rural credit hypothecate,in order to connect the rural financial forms to farmers and ameliorate the problem of ＂three-nong＂ effectively.
