Practical Significance of Development Poles and the Construction of Rural Development Poles

构建发展极是发展中国家在经济结构刚性、资源稀缺、生产力水平较低的条件下，为促进经济全面发展而促进部分发展基础较好、潜力较大地区优先发展的政策选择。发展经济学的分析表明，它是一项为消除经济结构刚性而作出的高成本、高风险的次优选择，需要政府的高效参与，以提高发展极建设效益和促进双赢目标实现。建设社会主义现代化新农村的跨世纪奋斗目标，培育一定数量的农村发展极将有助于目标的实现。

To construct development poles is a policy option of the developing countries which are under the situation of rigid economic structure,shortage of resources and low produc tuivity.It is intended to give priority to the development of those regions with better basis and greater potent ialities,and then to bring along the nation-wide development.Analysis on the basis of Development Economics shows that the policy is the second best option with high cost and high risk ,which also involves governmental efficient participation to enhance the benefit and to realize the two-win objective.The Third Plenary Session of the Fifteenth Central Committee of CPC put forth the objective we strive to fulfill in the new millennium-to construct a socialist modernized countryside.Cultivating a certain number of rural development poles will contribute to its realization.
