随着我国社会进入转型加速期,各种利益主体分化组合,利益群体逐渐显性化,出现多元化需求,社会利益的冲突和矛盾空前尖锐和激烈,群体性事件的爆发就是集中的反映,社会需要新的组织来协调社会利益关系。基于民间组织在防控群体性事件中具有促进利益诉求、政治发展、利益协调和制度创新等功能,可以构建民间组织发展的政治、法律、政策、体制和管理等具体路径。

Since China is now on a stage of rapid social transformation,groups with different interests begin to separate or unite for diversified demands.The outbreak of mass conflicts reflects that contradictions between groups with different interests have become sharp and intensified.New organizations such as non-government organizations are needed as they can progress benefit appeal and coordination,political development and system innovation so as to prevent mass conflicts efficiently.Specific political systems,laws,policies,mechanism and administration related with non-government organizations should be explored and constructed.
