国有企业由人事管理向人力资源管理转变的关键是要真正树立"以人为本"的管理思想,实现政企分开和劳动力自由流动,同时不断加强人力资源管理部门的基础建设。
The keys of transforming the personnel management into human resource management in state-owned enterprise are to truly establish the people-based management through,to realize the separation of enterprise from administration and the free mobility of labor force and to continuously strengthen the construction of the department of human resource management.
