Rural schools may be attributable to any one of the social system,the economic system,or the national education system.The phenomenon of rural schools＇ shrinkage is a result of the interaction of social issues,economic issues and education systems,which is also a result of the unbalanced development caused by objective conditions and subjective policies.The development of rural schools needs the protection and intervention of policy.With the guarantee of policy,scientific planning and feasible measures may enable the balanced development of urban and rural schools to achieve the fairness of compulsory education.
