摘要 通过对影响期刊质量的主要因素——学术评价、研究生管理、期刊管理、编辑人员素质等进行分析讨论,针对近年来科技期刊出现质量不断下滑,刊登的论文存在内容雷同、信息冗余、写作质量差等问题,提出了相应解决办法和建议:(1)在学术评价以及科研管理评奖等有关考核中取消"以刊评文"的做法,变"重数量"为"重质量";(2)严格限制每位导师招收研究生的数量,并改硕士研究生必须在核心期刊上发表论文才能答辩的规定为激励机制;(3)根据期刊的性质统一制定论文发表费收取标准,严格限定各类期刊的页码,并加强期刊审读工作。 Considering the recent decline of the quality of sci-tech periodicals characterized by content similarity,lengthiness,poor writing and poor readability and so on,the paper discusses and analyses major factors affecting sci-tech periodicals-academic evaluation,postgraduate management,periodical management and editorial personnel quality.It then puts forward measures and proposals for improving these factors as follows:(1) In the academic evaluation and research award management of sci-tech periodicals,the practice that the quality of a research paper is dependent upon the periodical that publishes it should be eliminated and a periodical should put the priority on the quality of its papers rather than the quantity its papers;(2) The number of postgraduate students who study under the same supervisor should be strictly kept within a certain limit and the stipulation for paper presentation defense that graduate students are required to publish research papers in core sci-tech periodicals should be transformed into a mechanism of encouraging them to publish research papers in core sci-tech periodicals;(3) And the united standard of publication fees for different research papers should be worked out according to the natures of sci-tech periodicals,the page numbers of different sci-tech periodicals should be strictly kept within a certain limit,and paper reviewing and proof-reading should be strengthened.
