摘要
我国正处在进一步发展的重要战略机遇期,组织、干部、人才的重要性比以往任何时候都更加突出,在新的起点上深化干部人事制度改革势在必行。更新观念、突破体制、健全制度、创新机制既是深化改革的必然选择,也是深化改革的难点。在改革进程中,必须准确把握党政干部选拔、考核、管理三个方面的重点突破内容,在建立健全科学民主的干部选拔任用提名制度、竞争性选拔干部制度、干部考核评价制度、干部管理和激励保障制度、干部队伍可持续发展制度等方面狠下功夫。
Since China is experiencing an important period of strategic opportunities for further development,the organizations,cadres and talents are of considerable significance and accordingly it is imperative to deepen the reform of the cadre and personnel system on a new starting point.In the matter of deepening the reform,the conception renewal,the breakthrough in structure,the system perfection,and the mechanism innovation are not only difficult points but the inevitable choice.In the process of the reform,the cadre selection,examination and administration must be accurately handled.And great efforts should be made to establish and improve scientific and democratic systems of cadre appointment and nomination,competitive cadre selection,cadre examination and evaluation,incentive and guarantee for cadres,sustainable development for cadres,etc.
